Article 1. Law Enforcement

All Police powers and law enforcement duties within the City of Douglass, Kansas shall be controlled by the Sheriff of Butler County, Kansas, as contracted with between the Sheriff and the City Council.

The sheriff of Butler County shall have power to make such rules and regulations as may be necessary for the proper and efficient conduct of the department. Such rules and regulations shall be approved by the governing body.

The City of Douglass hereby authorizes the School Resource Officer for Douglass USD 396 to issue traffic citations for appearance in the Municipal Court of the City of Douglass subject to the following limitations:

(a)   The School Resource Officer for Douglass USD 396 shall have completed training at the Kansas Law Enforcement Training Center or other such similar facility as would qualify him to be employed as a law enforcement officer in the State of Kansas.

(b)   The School Resource Officer for Douglass USD 396 shall not be authorized to issue citations in any location other than on or in the immediate vicinity of property belonging to Douglass USD 396.

(c)   The School Resource Officer for Douglass USD 396 shall have no authority to issue a citation for Driving Under the Influence of Drugs or Alcohol or a similar offense.  The School Resource Officer for Douglass USD 396 shall immediately contact the Butler County Sheriff for assistance in any stop that involves such an offense.
